Guidance for Facilities with Diesel Fueled Internal Combustion Engines

The purpose of this web site is to provide assistance and guidance for facilities preparing Rule 1470 Compliance Status Reports and Compliance Plans for diesel-fueled internal combustion engines and to help facilities comply with AB 2588 requirements.  California Air Resources Board (CARB) has proposed changes to the Emission Inventory Criteria Guidelines Regulation to include provisions for diesel engines in the AB 2588 Program, which are described in order to assist facilities in making decisions that will work for both Rule 1470 and AB 2588.  The information presented in this web site regarding AB 2588 requirements for diesel engines is subject to final approval of CARB’s proposed rule amendments.  Upon final approval, the AQMD will develop a work plan outlining implementation procedures for Diesel Fueled Internal Combustion Engines.  Topics covered here include:

  1. Overview of the AB 2588 Program  – Includes a brief overview of the Air Toxics “Hot Spots” Information and Assessment Act of 1987 (also known as AB 2588) and a link for additional information.

  2. Classification of Diesel PM as a Carcinogen – Contains an overview of the regulatory decision to list diesel particulate exhaust as a toxic air contaminant.  A link to the web site providing the scientific support for the regulatory decision is also given.

  3. Rule 1470 (Requirements for Stationary Diesel Fueled Internal Combustion and Other Compression Ignition Engines) – Includes a brief description of the rule and a link to the specific rule language.

  4. Incorporation of Facilities into the AB 2588 Program – Discusses the proposed CARB regulation and how facilities with diesel-fueled internal combustion engines will be incorporated into the AB 2588 program.

  5. Information and Guidance for Facilities Preparing Compliance Status Reports and Plans – Topics covered include: emission factors, control technologies and efficiencies, estimating receptor distances, and estimating cancer risks.

  6. Estimating Overall Facility Risks - A facility’s status in the AB 2588 program depends on its priority score or health risk values.  The process used to determine a facility’s AB 2588 status according to the proposed CARB regulation is discussed.

  7. AB 2588 Fees - State and local costs of implementing the program are covered through annual fees.  Understanding fee liabilities may contribute to Rule 1470 and AB 2588 compliance decisions.
